Pokemon Pokopia features an impressive roster of legendary and mythical Pokemon, but finding them is no simple task. Unlike regular Pokemon that appear in habitats, legendaries require completing specific story chapters, gathering rare items, or visiting Dream Islands under precise conditions. This guide documents every legendary and mythical Pokemon in the game and exactly how to encounter each one.

Kyogre — Withered Wasteland Story

Kyogre is encountered during the Withered Wasteland story chapter. After you arrive at the Withered Wasteland area, the storyline reveals that the land was once a thriving ocean ecosystem. Professor Tangrowth asks you to restore the water sources throughout the wasteland by building specific habitats at each dried-up spring.

Once you restore all five springs, Kyogre emerges from the central lake that forms when the waters return. This is a scripted encounter — Kyogre will join your camp after the cutscene completes. The entire quest chain takes several hours and requires water-related materials and Pokemon with the Water specialty.

The Legendary Beasts — Raikou, Entei, and Suicune

The three legendary beasts are spread across different locations and each requires a different approach:

  • Raikou at Bleak Beach: Raikou appears at Bleak Beach during a thunderstorm event. To trigger the thunderstorm, you must build the Storm Watchtower habitat on Bleak Beach and wait for rainy weather. Once the thunderstorm begins, Raikou appears on the rocky outcropping at the north end of the beach. You must approach it carefully — running too fast causes it to flee, requiring you to wait for another thunderstorm.
  • Entei on Volcanic Dream Island: Entei appears on the Volcanic Dream Island after your fifth visit. You must build a Fire Shrine using volcanic rock and fire stone shards collected from the island. Once the shrine is complete, Entei appears at the volcano summit on your next visit.
  • Suicune on Wastelands Dream Island: Suicune requires you to purify all three dried springs on the Wastelands Dream Island using Pokemon with the Water specialty. Each spring requires a separate visit, meaning you need at least three trips to the island. After purifying the final spring, Suicune appears at the central oasis.

Ho-Oh — The Rainbow Feather Quest

Ho-Oh is one of the most challenging legendary Pokemon to obtain because it requires completing a multi-step quest chain. First, you must encounter all three legendary beasts — Raikou, Entei, and Suicune. After all three are at your camp, a special event triggers where the beasts gather at the Rainbow Altar.

The Rainbow Altar generates a Rainbow Feather, which is the key item needed to summon Ho-Oh. Take the Rainbow Feather to the top of Bell Tower, a location that unlocks after the legendary beast event. Place the feather on the altar at the summit, and Ho-Oh descends from the sky to join your camp.

Lugia — The Silver Feather

Lugia's encounter mirrors Ho-Oh's but follows a separate path. Instead of the Rainbow Feather, you need the Silver Feather. This item is obtained by completing the Whirl Islands story chapter, which becomes available after clearing the Bleak Beach storyline. The Silver Feather is found at the bottom of the Whirl Islands cave system.

Take the Silver Feather to the Whirl Islands summit and place it on the altar. Lugia rises from the ocean below and joins your camp. Unlike Ho-Oh, Lugia does not require the legendary beasts to be collected first, making it accessible earlier in the game.

Mewtwo — Celadon Story and Dragonite Doll

Mewtwo has the most complex unlock requirements of any legendary in Pokopia. First, you must complete the Celadon story chapter, which involves investigating a mysterious laboratory. The story reveals that Mewtwo was created in this lab and has since fled to a Dream Island.

After completing the Celadon chapter, you receive the Dragonite Doll. Show this doll to Drifloon to access the Sky Dream Island. On the Sky Dream Island, look for a hidden entrance beneath the main floating platform — it leads to an underground laboratory where Mewtwo waits. This encounter requires building a specific habitat inside the lab using materials found on the Sky Island.

Mew — 27 Mysterious Slates

Mew is the ultimate collection challenge in Pokemon Pokopia. To encounter Mew, you must find all 27 Mysterious Slates hidden throughout the game world.
